Tender for the policy environmental analysis in Turkey

Who can apply – environmental and social justice CSOs or researchers from Turkey or with experience with working in Turkey on environmental issues. The preference would be given to Turkish CSOs if the applicants are of equal expertise and offers are of similar quality and price. An application can be sent for each lot individually or both LOTs together. Evaluation will be done for each lot individually. The price for value approach would be used, where we will evaluate the capacity of the applicant by references, proved previous experiences and CVs of experts. After the selection the contracted organisation or person would sign a contract with Zelena akcija – FOE Croatia.

The deadline for the application is September 11th 2016.

The applications / offer of the services must be sent electronically at info@etnar.net with CVs of the experts and listed references and short description of the previous experience. A specified budget for the work offered needs to be submitted.

It is important to note for which LOT(s) are you applying (of only one or both of them).

The budget requested cannot be more than 2675 euros per lot.

Upon contract signed, 50% of the budget would be transferred, while the remaining 50% upon submission and approval of the reports, but no latter than October 2016.

The deadline for potential questions is September 7th, and the deadline for delivering answers is September 9 th. The offers that do not meet required characteristics will be rejected.

Deadline for submission of the analysis is September 30th 2016.

LOT1 – Energy policy analysis and input for Energy position paper

The expert will collect the data for the energy policy analysis based on the prepared questionnaires and submit it to the ETNAR project team. The results need to be presented and discussed with other stakeholders in Turkey. The questions include overview of energy and climate legislation and its comparison with EU legislation (climate change, air pollution, energy efficiency, basic policy on the issue, international treaties signed, transport and noise pollution, energy sources (renewable and non renewable). Situation with energy efficiency and renewable energy cooperatives. Please refer to the attached document with the questions asked.

Analysis of Paris agreement and pledges of Turkey under the agreement. The expert will communicate with the ENTAR project team about the details of the input to the content for the position paper on a top of the written report. The expert will coordinate the work with the contractor (Zelena akcija / FOE Croatia).

Questions for Energy Position Paper

LOT2 – Input for the Environmental Law and Public Advocacy Toolkits

The expert will fill in the questionnaire about the environmental legislation and legal tools that can be used for advocacy campaigning in Turkey.

The questionnaire will serve as a basis for our new publication on Legal instruments for environmental protection. It is divided into four parts, according to different law branches through which the environment can be protected on the national level: constitutional, administrative, criminal and civil law. When answering the questions, it might be helpful to follow the first toolkit. Since the questionnaire was based on it, it might help you regarding the point of the question or length and style of your answer. The expert will also provide photographs from some cases (press conferences, actions, debates, landfills, power plants etc.), with a short description of the photo, where it was taken and by whom – your organization or someone else. Also, if your national legislation recognizes some specific tools for environmental protection, which are not included in the questionnaire, please write what they are, how and by whom they are used, quote the legal provisions, and, if possible, give case examples. The expert will coordinate the work with the contractor (Zelena akcija / FOE Croatia). Please refer to the attached document with the questions asked.
